An imaginary village called Gulaabganj, where opium is farmed with a government license, is the setting of the novel. Most of the opium traffic is controlled by two warring gangs, Nabeed and Ganchi.
The assassination of Babu Tiger, Ganchi’s trusted associate, by the hired assassin Four-Cut Aatmaram is seen by Gangaram, a student from the area. Ganchi and Sukanto make a pact for Ganchi to supply a huge amount of opium at the month’s end.
The mechanic and son of Babu, Tipu, considers his father’s illegal ways disgusting. He turns down Ganchi’s invitation to become a gang member.
Tipu plans to write an English love letter to the school’s English teacher, Chandralekha (“Lekha”), in an effort to win her heart. As he is not fluent in English, he commissions Gangaram and his pals Nannu & Ikhlaq to compose the letter on his behalf.
Since Gangaram has feelings for Lekha as well, he sabotages the letter after learning that it is intended for her. Lekha scolds Tipu for the contents of the letter, which anger her. Gulaabganj welcomes Arjun, a new narcotics officer.
Mishra, a corrupt police officer, tries to recruit Arjun into the opium smuggling network after explaining it to him. Arjun, however, rejects. While at home, Arjun disguises a call from his daughter Jyotsna (“Jo”) and wife Madhu.
Nabeed had two goons from Aatmaram come to Tipu’s workshop to get their bikes mended, but instead of fixing the motorcycles, they start taunting Tipu over his father’s death. Tipu, already devastated by Lekha’s rejections and enraged, uses a spanner to kill them both.
Gulaabganj, a made-up town famous for its opium farming, is the setting for Guns & Gulaabs, a throwback to the ’90s. While the recently appointed Narcotics Officer works hard to carry out his responsibilities, a group of armed criminals and persons are hell-bent on increasing their illicit opium production to satisfy the demands of a certain customer.
