The new one Law of education of Puebla, which was promoted by the governor Miguel Barbosa Huerta, gives greater control to local government over private education at all levels.
The regulation was approved by the state congress on May 15, mostly deputies from the coalition Together we will make history, which is made up of Morena, Partido del Trabajo (PT) and Partido Encuentro Social (PES), without prior analysis or taking into account the opinion of the sector.
This means that the local government and the local Ministry of Public Education can intervene in the services and internal regulations of private education services. This includes, for example, penalties for withholding documents or refusal to provide education.
With the new law, the one approved in March 2000. This was sent by the Executive power on May 11, and the Permanent Commission turned it over to the Education Commission for study.

While, Luis Ernesto Derbez Bautista, rector of the University of the Americas Puebla, described that the law has a "interventionist spirit" He added for the same publication that it is an attack on the private education system.
The opposition parties, PRI and PAN announced that they will challenge the law before the Court.
According to the state government, the law aims to subject the public and private schools under accountability process, in addition to prevent abuse in quota collection, prohibit the purchase of uniforms and materials from being conditioned, likewise the institutions would have to collaborate in control schemes authorized by the Secretary of Public Education (SEP) when a parent requests it.
Penalties are estimated to range from 440,000 pesos and up to 870,000 pesos, if educational institutions reoffend.
Miguel Barbosa, Governor of Puebla, indicated that the law defends education, since it's not a business, "It should not be a business and never be used for what was used in other times: the master scams." The foregoing refers to the fact that in the past six years institutions were used to divert public resources.
"For us, education must be an absolutely democratic activity, absolutely accessible that it can be seen as a right of every person, of every human being ”, indicated Barbosa Huerta, also described it as an advanced standard in education and in which the autonomy of the universities is respected.
On the other hand, classes at the basic level in the entity will be retaken according to the date determined by the SEP to start the next school year. It should be noted that all elementary, middle and high school students were approved.
