Seoul in the ’90s is the setting for the criminal thriller drama The Worst of Evil. A regional police officer is tasked with investigating the sale of “Gangnam Crystal,” a potent new narcotic, by a former DJ.

He asks for permission to take over Gangnam region and offers Song fifty million won in profits per month in exchange for allowing Gi-cheul to peddle drugs. Jung Gi-Cheul takes over the Gangnam region and its drug trade once Dong-Huek agrees.
