Stephen Moctezuma, holder of the Secretary of Public Education (SEP), explained that Until the health of the girls, boys, teachers and teachers is guaranteed, they will not return to class. This derived from the health crisis in Mexico due to the new coronavirus which, to date, totals 5,177 deaths and 49,219 confirmed cases.
“We all know that health is the most precious asset. The educational sector has to be very responsible to take care of the health of our girls and boys, but also those of the teachers, because the educational community is very wide and the children, when returning to their homes, infected their grandparents, mothers and fathers ”, assured the federal secretary.
During an interview for The Herald of Mexico, Moctezuma Barragán explained that the current conditions in the country are not optimal to return to the face-to-face system to which he was accustomed; However, he specified that due to the measures proposed during the contingency, the national educational system learned great lessons and visualizes a society more linked and empathetic with the teaching profession.
In order not to miss the school year, the SEP implemented a distance learning methodological plan, which is predominantly based on free textbooks. Likewise, it was reinforced with different digital tools and communication technologies (TICS) and the commitment of the teachers of each municipality of the republic.
“First we thought of a method that was equitable, in which all girls and boys could continue their learning. So the axis around which you work is something that all children have and is the free textbook"He began to explain the strategy disseminated since March 14 and implemented on March 23 and emphasized that everyone take their books home:" That is the basis of the study. "
The next step in the strategy was reinforcement through televisionThis is because it has a lot of penetration in Mexican society "about 93% of families have television".
"Another is the radio, especially for indigenous areas. We are broadcasting in 15 different indigenous languages so that we can go as far as possible in communities that are very remote, ”explained the Cambridge University economics teacher; However, it should be remembered that in Mexico more than 60 languages other than Spanish are spoken.
And the other is InternetLet's say the least penetration had in our perspective because according to the figures, between 25% and 35% of families had it; However, we are very surprised that in the figures that we have managed to collect, around 60% of the students are studying online, ”he said.
In addition, another point that he found interesting was the implementation of smartphones as a study tool at the basic levels, as it was usually associated with entertainment and other distractions for the student.
He also recognized the work of teachers in the most marginalized communities in Mexico, since they devised them to guarantee the education of children in adverse conditions, since they began to leave posters outside the schools with homework. In this way, the parents pass, write down the task and return.
With these types of acts and with the forced coexistence within homes, the secretary pointed out that families are reassessing the work of the teachers, even after numerous smear campaigns.
“Most of the teachers keep in touch with their students. This is truly hopeful, "he assured.
Regarding the use, Moctezuma Barragán explained that non-punitive evaluations will be applied, this to measure the effectiveness of distance education implemented in Mexico.
"We are going to do an evaluation, going back to class, to see the state of learning of girls and boys. A guide will be given to the teachers and the teachers so that they know the progress of their students personalized ”, he went on to say that it depends a lot on the context of the student. Even in precarious situations, there are families that support their children to study; However, there are also homes where conditions of violence exist that greatly complicate the student's life.
"We cannot think about a level playing field for everyone, so we are going to do an individual evaluation, but not to fail or qualify in a traditional way, but to help the child regain his learning so that it is a stage of updating knowledge ”, he assured.
"What we do know is that these tools are here to stay," he said when he explained that they hope to continue generating specialized and quality educational content for the students of the republic.
He also said that he will hold a meeting with Jorge Alcocer, holder of the Health Secretary (SSa), to define the protocols for returning to class, where the basic biosecurity measures will be established in the teaching facilities: drinking water, inlet filters, protection supplies for teaching staff, mandatory use of mouth masks, etc.
What has already been announced is that at least two biosecurity filters are expected. The first will be at the student's home, where parents are expected to be attentive to their children and not send them to school in case they have symptoms similar to COVID-19. The second will be at the entrance of the schools, where the temperature will be taken and a review will be made before entering. In the event that symptoms are detected, the girl or boy will be returned to their home.
